Elmer has been employed with the Town of Taos for 24 years. He began working with the Town in 1982 at the Police Department and has assisted many other employees in their jobs. Elmer is currently working with Code Enforcement processing Business Licenses, Sign Permits, Banner Permits and addressing issues regarding the Land Use Code or Municipal Code. .

With 25 + years experience, Manuel brings vast experience gained in the private sector, primarily heavy civil. Mr. Pacheco holds the New Mexico General Building Inspector Certification, Residential Building Inspector, Commercial Building Inspector, Building Plans Examiner and Accessibility Inspector/ Plans examiner through the International Code Council. Manuel is also a certified traffic Control Supervisor by the Federal Highway Administration and the Associated General Contractors of New Mexico chapter. Through the course of his career Mr. Pacheco also has two letters of Commendation for work as a superintendent; most notably the remediation after the Cerro Grande Fire in the summer of 2000.

Projects David has been involved in Las Vegas Nevada include the MGM Grand, Green Valley Ranch Casino expansion, and the Town Square Project; a two year, nine building project by Marnell Carrao Associates.
